This time, it passed. Flagstaff Unified School District's second budget override attempt in four months found decisive support Tuesday, with about 54 percent of the 16,915 ballots cast. That's well ahead of the election in November 2009, when supporters could muster just 48 percent of the vote in a losing effort.

Republican legislative leaders on Monday unveiled a plan to close the state's big budget shortfalls, proposing cuts for schools, health care and state employee pay while asking voters to permit raids on special funds to help tide the state over.
