I am a writer for examiner.com, and I write about raising special needs kids. I would like to know HOW Arizona got away with eliminating programs mandated by the federal government under IDEA part C. If AZ eliminated early intervention... I just don't understand how that could happen! Isn't IDEA supposed to prevent that? I don't get it.
